Strange question about the Bonus XP month image

This may seem like a weird question, but does anyone know what costume/outfit the romulan female is wearing in the Bonus XP month promo image?

It may not be availiable in-game, but the starfleet and klingon are, so I was hopeful.

That would be the Intelligence uniform, which is actually cross faction. I know it's part of the Delta pack, but I'm not sure if it can be purchased individually.

Better question, where can I get that scouter she's wearing? That looks so much cooler than the intel uniform's visor.

Yeah, I should've explained the Dragon Ball Z reference. But the one in the picture really does look just like a scouter.

Is it in the game? I want one.
