My guess would be lockbox, as they just did the Infinity R&D promo; and late Jan/early Feb will be the next anniversary with the Lukari mission and grind that rewards the Lukari ship we just voted on. My guess is they drop the "Lukari" lockbox, or something. I would pay straight Zen for this ship, but otherwise won't waste time or money on the gamble for no other reason than I hate CHARACTER locked ships.
If this turns out to be true, then we are literally getting an NX at T6 before the Centaur and Miranda were even able to go beyond T1... no words.
As for the question, I could see this ship in the C-Store. They sold other (arguably more) iconic ships there already, like the T6 Galaxy and Defiant.
I just don't see enough players bending over backwards to buy promo packs for the hero ship of a Star Trek show that got cancelled after only 4 seasons because not enough people wanted to watch it.
At the moment its just an updated model, that is all we know. People jumping the gun saying its going to be T6 could be very disappointed.....or happy.....

Although I do agree that there is no definitive proof that we will get a Tier 6 NX, the NX is not as iconic as the Constitution for it to be available only as a RnD reward. It is the Enterprise from the series that ended any possibility of a Star Trek TV series for over 10 years not the Enterprise that spawned over 700 episodes and 13 movies. Since it doesn't have the iconic status of TOS Enterprise, then it will likely not have the appeal required for people to spend hundreds of dollars for one. Spending $30 for it is reasonable, but $150 or more for it? If we have 23rd Century C-Store ships and "22nd Century" alien C-Store ships, then it makes sense for it to be a C-Store ship.
Now a Tier 6 Phoenix would make sense as a RnD reward. Who wouldn't want a Tier 6 version of a modified nuclear missile capable of warp travel?
I think although there no confirmation on anything based on previous behaviour we all know what "might" happen next.
A revamped skin or model for older ships nearly always ends up with a new version coming out. It happened with the Nebula, Sovereign, Intrepid, Defiant, Akira, Galaxy....all of which then got a T6 version with a new skin shortly after.
It's a lot of work to revamp a skin and they wouldn't do it for no reason, it's got to be something to get them a return at least. So either a prominent part in a mission or as an extra to a new version to get people buying something.
I haven't seen any actual confirmation of a T6 NX class.. but it would be a horribly stupid idea that would get people to open boxes, so it's sure to happen. It doesn't have to make sense as long as it makes money.
If they put it in a box they'd have to make klingon and romulan ships to go with it. Or unrestrict it...which while totally awesome seems rather unlikely at this time.
Or I suppose they could just raise yet another middle finger to K/R players and make a whole ship promo fed-only. They already made a lobi ship fed-only, what's one more step...
Though, silver lining, at least then the restriction fanboys could maybe stop pretending the faction restrictions "force" Cryptic to create klingon and romulan ships.
Just like the TOS T6 Connie it should be in the C-Store. But sadly I see this ship breaking the rules again and putting another faction ship in a Lockbox or Promo box. While everyone knows Cryptic needs to make money these kind of decisions are a slap in the face to the play base. We will see what happens when it is released. My thought is since we are currently having a Promo box a lockbox release may be the format out of the two. I never spent on cent for the TOS Connie and I will not for this one if it is not in the C-Store.
That's one I'd expect to see in the Zeni store, actually. Its a hero ship, but no more so than the Intrepid. Hopefully paired with some Enterprise era Romulan and KDF ships to make a 3-pack.
Now, if it were the theoretical rebuilt NX with the under slung engineering hull that they hinted at but never actually used in the show, then R&D pack ultra-omega prize all the way.
R&D it seems par for the course with cryptic of late, intro a ship everyone wants , slap it in an R&D box to make it uber exclusive for only the uber RL rich and Space Rich.
Lets be clear, the reason they didnt make a KDF/ROM vengeance was simply lack of material. It was a stretch just to get them ships in the lockbox and one of those was even an original design. Art is likely the most expensive and time-consuming aspect of any new content so buulding four models vs two was already twice the work. Six would've just been throwing money away.
Cryptic has never updated anything in this game unless they were going to financially benefit from it, doubt they updated the model just because they were bored, or to sell a T1 starter ship.
The fact that it's an anachronistic hero ship - like the Kelvin and TOS Enterprises - means it will almost certainly go lockbox or Lobi. While the evidence is limited to a new model on Tribble, which is in itself incomplete (you can see the windows for the secondary hull, but there isn't one there yet), I don't think there is a single example of Cryptic overhauling a model and then not re-releasing the ship at T6. So while yes, it's speculation, I think the overwhelming balance of probability is this is going to be a New Thing.
On Cryptic's past calendar, we're due a new lockbox in February and a new promo pack run shortly after that, so I'd expect the new NX to drop around then. That would also tie neatly into some 22C missions around the 7-year anniversary.
Personally, I'm hoping for Lockbox but bracing for Promo pack. 2 months to pull together another 800M EC....
If its in the Cstore I'll buy it, and have it on all characters. Lockbox or Lobi , promo, whatever. I'll buy it still, and build a dedicated toon for it.
If they updated the model, it's because they're making a new ship to sell.
