    Tier 5 and Tier 6 Starfleet ships are limited to Starfleet and TOS Starfleet. Otherwise, there would be no reason to roll a Starfleet or KDF character when Romulans get all of their ally's ships.

    Sorry, but Romulans are limited to using Tier 1 thru Tier 4 ships of the faction they decide to align with.
