Winter Recipe...no chef, no Neelix..how to start these quests or are they removed?

I don't get it, picked up a recipe and...that's it. Info says bring to Winter Wonderland...where of course you'd have to be to pick it up in the first place. Spoke with all the vendors and Q. There used to be a chef, but he's gone.

Recipe is not 'usuable' so how to use these please?

Ah-ha! I knew after days of frustration if I posted I'd find the answer within seconds...always works like that.

    They moved the Pie eating contest and the Chef guy over to the Gingerbread Village last year....the one where the Snowconian lives....if I am remembering it correctly.
