Question says it all. I'm terrible at math. I was looking at the new Android boff at the new K-13 Fleet holding. And was wondering how much the +15 EPS flow would give to the % bonus of the power transfer rate? Thank you for the help!
Extremely complex and difficult to answer since EPS determines how quickly power can be transferred to subsystems. The more energy weapons that are fired the more quickly the power in the weapon subsystems will be drained. Firing 8 energy weapons at once drains power very quickly compared to only firing 4 energy weapons., thus each subsequent energy weapons does less and less damage as the power continues to drain. EPS can help replenish the power, but in a continuous firing cycle power will simply continue to drop.
Basically the higher the EPS rating, the more quickly power will be replenished. That is very important especially when coming out of full impulse.You can always use batteries to replenish either weapon or auxiliary power.
The question in your Title is difficult to answer. The question you posed in the post is simple.
15 points of EPS skill = 15% power transfer rate = 0.75 power second.
Example:
if you currently have EPS skill maxed out (100 points) your PTR with no additional boosts should be 200% (10.0/sec.)
if you add 15 EPS skill your PTR will be 215% (10.75/sec.)
I think the game rounds to a single decimal point when dealing with #/sec. so it would read either 10.7/sec or 10.8/sec.

Off the cuff I'd call it "not enough to remotely matter unless I had 8 directed energy weapons firing simultaneously AND didn't have any of the vastly more impactful Weapon Energy cost discounts running."
As the others say, it's not much, and if your weapons aren't draining power to below 125, then it's wasted. There are too many combinations to give a straight answer to this 'how long is a piece of string' question. lol. If you notice that power dropping below 125, then adding EPS is a good idea, however, if you're packing a Plasmonic Leech, you might as well boost another stat such as drain.
