With the 25% discount I know if I was to get either one it was either now or never, so I feel I should find out if they have anything that's a must-have.
Some background information- I have 9 normal characters that between them have every Tac/Eng/Sci & Fed/Kli/Rom combination, plus a Tac temporal one.
From the Delta pack I'd already bought the Mat'Ha during a sale at least a year ago, and I've heard that the reciprocity trait from the Phantom is pretty good. Is the Phantom the only decent ship (besides the Mat'Ha) in this pack, or are there other gems worth getting?
With the Temporal special agent pack it's a little more difficult- after doing some research I've noticed that the only T6 ships in that pack not available in other packs (Temporal bundle and starter) are the Nautilus, Saggitarius and Theseus class ships. I can see how the Improved Polarise Hull from the Nautilus might be useful, but as for the rest I'm drawing a blank.
Anyone have any thoughts?

You can buy better ships individually / in smaller cross faction bundles, but the Delta Ops Pack still offer a pretty good value especially with the 25% off sale; discounts is usually 20%. The 15% - 25% bonus Zen from buying Zen sweetens the deal.

^ if by "main" you mean to ONLY play KDF or Rom then yes. If you play all 3 factions then the Delta pack has nice ships for all factions, just more fed.
To clear up some confusion on the composition of my roster, this is my lineup in faction order, with a little bit of backstory:
Federation:
- Human Tac- my first toon, she actually fields plasma weapons and has dabbled with both DHCs and DBBs. She's normally found in a pilot escort, with the occasional outing in the Jupiter-class carrier to field fighters acquired long ago.
- Joined Trill Eng- arrived right not long after season eight and the introduction of the Federation tutorial, she specialises in phaser weaponry and is first in the queue upon learning of the promise of phaser-boosting equipment. Being a Federation engineer, she's most often found at the helm of one cruiser or another- most recently the Intel Assault Cruiser.
- Vulcan Sci- the second-newest of the Fed side, she's still finding her feet when it comes to a preferred vessel type. That said, in a bid to defy Vulcan (and by extension, Federation) traditions there's no hesitation when it comes to favoured weapons, having opted to equip tetryons on all her ships.
- Andorian Tac (Temporal)- the newest toon in the Federation camp, yet paradoxically the oldest, this temporally-displaced character's arrival was not universally expected amongst her peers. A somewhat traditional character still getting to grips with modern fleets, she was always going to equip her ships with familiar tech, namely phasers.
Klingon:- Klingon Eng- as the first Klingon character (and second overall), this toon realised that Engineering was an honourable path as it underpinned keeping the Empire's mighty fleets in prime condition. As a proud Klingon she was always going to choose disruptors as her weapons of choice, and wielding them aboard her Mat'Ha-class raptor.
- Orion Tac-a character who was equally adept at using her good looks to get what she wanted and finding glory on the battlefield, she quickly earned her place in the Klingon fleet and now flies her Kortar Class Raptor into battle. While her skin may be green, everything else about her is red, from her faction to her attire to the guns on her ships, making extensive use of antiproton weaponry.
- Alien Sci- as a fresh-faced scientist, this toon has been fighting for her place in Klingon society for her whole career so far. Unlike her Federation counterpart however, she has quickly gravitated towards the Mat'Ha. A decision vindicated by her decision to pair this ship with disruptor-based guns.

Where can I buy packs directly from ARC? I looked on the ARC webside and could only find the latest Temporal pack. And why is there a 50% discount on ARC and only 25% in the in-game Zenstore? That is not user/customer friendly.
Another thing. The Temporal Pack is only to buy on the english language site. Language english, go to temporal pack and there it is. If you take german as language, you cannot buy it. Main ARC/STO page, chose german language, go to tempral pack. There is just only information, no option to buy.
This is not very well designed. A customer might not get to the best deal, while he buys at one and the same company.

I've been searching, but cannot find where to buy via ARC directly. I found the links for buying Zen to get the additional 25% (13250 zen for $100) and the rewards page. But, where do I buy the packs like Delta Pack to get the 50% off sale?
Also, side question. The rewards page says that the T5 Assault cruiser reward is for a single character. But, the page advertising the sale says it's for the entire account - does anyone know which one it really is?

Yeah, the Qib's trait sucks. I actually had to google it to remember what it was. The Mat'ha's trait isn't all the useful either. At best it is situational and should generally never be used in a PvE queue mission.
Maybe when I tire of flying the Kurak on my 2nd KDF tactical captain I will switch back to the Mat'ha. Though I will likely fly the T6 Kor BoP to get the Withering Barrage trait which is more befitting for the Mat'ha than the Kor.
