Nostalgic or not, to them they are wearing the uniforms they were issued basically 'yesterday' (140 years ago).
An immediate jump to current clothing might be strange to wrap their brain around with all the other changes having occurred, so let them have a measure of comfort while they adjust.

I think he meant those 25th century people assigned to the station might have nostalgia as the reason they are wearing what to them is out of date clothing. I say it's simpler still than that.
Yes, most of the crew are 23rd century people wearing their standard uniforms, and those assigned to the station adopt those uniforms as well to maintain uniform consistency across the entire staff. Just as ship captains have the right to set (at least to some degree, within limitations) the standard shipboard uniforms for their crews so would station commanders. On K-13, 23rd century Starfleet uniforms are standard issue by order of station command.

Speaking of 'standard issue uniforms', that would mean station command gets greater rights than us. We still can only set uniforms for some of the bridge crew.
You mean the Duty Officers donated to Fleet Holdings aren't used as building materials? Seriously though, Duty Officers have always seemed to me to be temporary workers for that project. Once the project is done, they transfer to another part of the service instead of doing the proper thing and coming back to your ship.
