~Customizable romulan fleet and lobi boffs?

Just how customizable are the fleet romulan boffs and the lobi Liberated borg romulan boff.
I heard not so customizable.

Fully customizable. Or rather, as fully customizable as any boffs are.

They do have access to (Romulan) faction uniforms. Unfortunately the Romulan Republic uniforms are unlocked by playing the story so only Romulan toons can have them open (yet another stupid outfit restriction). On a Fed/KDF toon they can use the historical Star Empire uniforms from the C-Store, or cross-faction stuff.

Both the fleet and lobi boff have access to the Romulan civilian outfits but not the Romulan Republic, Romulan-Federation, or Romulan-Klingon uniforms. They also have access to the C-store Romulan 22nd and 23rd century uniforms.

The above info is for a Fed or KDF character. I have never acquired either fleet or lobi boff with a Romulan character.
