Fleet Alert fills quickly as it's only 5 players. Crystal Entity and Infected Space Adv. are the most played. The issue with STF's is alot of people, and I mean alot, don't want to put in the time and effort, so they take only the easiest options. If you can get a decent team of 5 people, you can play through all of the STF's. There really are some good and challenging one to play.

Wait times can be long on the PC as well if you are trying to pug the queue missions. Most of the missions are considered dead if you are trying to pug them.
Probably the best way to get people to play the queue missions is to join an active fleet and ask other fleet member if they are interested in doing the missions.
Do consoles have open DOFF system already? If yes, then you can try Epoh breeding once Winter Event starts - you can sell mature Epoch for choice of marks - though i'm not sure if fleet marks are included in choice...
STF, CCA, Miner, occasionally BOTSE, Rhihho, Bug Hunt. All the rest is permanently dead and a huge, not rewarding waste of time. I don't expect anyone in a sane mind to play console counterparts of the dead queues.
The only way to occupy a queue is to search up for a team, like those in the DPS channels, but it must be quite enjoyable for console players to find themselves unable to do so.
After playing off and on for around four years now I've still never done over half the STF's because nobody q's for them. It makes it very hard to impossible to get items for certain reps. Granted I've never been in a large fleet, seems like all the ones I end up in have only a small handful of active players.

Do more than 10k and apply for a DPS channel. You can find a team in there. It's a pain in the butt to pug it, regardless of the queue, unless you can solo on your own.
