What does Doff Orotha Venna's skill actually do?

Orotha Venna is a purple Voth Diplomat.

The specilization skill is listed as:

"The recipient of your Engineering, Science, and Tactical Team abilities gain a chance to drain Weapon Power from attackers when struck with energy weapons. The amount of drain can be increased with Flow Capacitors but is subject to the target's resistances.

25% chance: -25 Weapon Power to Attacker (max once per 5 sec)"

If I make her Active Space - what does she actually do for me?

Basically activating any of those 3 abilities has a 25% chance to give your energy weapons a drain proc of -25% weapon power on the attacker.
In other words, when you hit them they loose weapon power.

No, it's a defensive buff. They lose weapon power when they hit you.

Well, if it works as described anyway. I haven't actually used it.

These two answers - as well as the sinking feeling that the way it's phrased can also lead to a third option - are exactly why I'm not sure. It can be read either way, as well as read as something involving a team buff (The recipient of your Engineering, Science, and Tactical Team abilities).

Any way to know for certain?

"The recipient of your Engineering, Science, and Tactical Team abilities gain a chance to drain Weapon Power from attackers when struck with energy weapons. The amount of drain can be increased with Flow Capacitors but is subject to the target's resistances.
OK, let's break this sentence in parts so everyone can get it.

-"The recipient of your Engineering, Science, and Tactical Team" so whoever gets YOUR Eng, Sci, Tac team, so it can either be you or the ship you cast these one.

-"gain a (25% chance: -25 Weapon Power to Attacker (max once per 5 sec)) chance to drain Weapon Power from attackers", so either YOU or the ship YOU cast a Eng, Sci, Tac team on gains 25% chance to drain -25 weapon power from attackers

-"when struck with energy weapons.", so when either YOU or the ship YOU cast a Eng, Sci, Tac team on gets STRUCK (so HIT) by opponents' energy weapons (so beam or cannon shots), said opponents get a 25% chance to be drained -25 weapon power.

So both warpangel (since you need to have the Doff and cast the ability) and wideningxgyre (since the recipent of said ability can either be you or someone else) are correct.

Now, what if you have a lot of defense and your enemy keeps missing you? Does this DOFF passive ability require the enemy to actually "hit" you?

No. The game differs on hit from on shot. This says hit.

What I'm curious about is does it stack with maco shield or overwrite, and can you grief team makes with this by ruining their plasmonic leech if it works like the maco shield.

They make these as complicated as possible and then say WAI.

The company is called cryptic for a reason.

Jesus, two completely different points of view, that's how complex and vague they make their tooltips.

So essentially it turns the enemy's energy weapons into a reverse mini-plasmonic leech whereby they have a 25% chance to drain their own weapon power if they hit you.

Be interesting to know how it interacts with leech and the Maco shield though.

Seems to me this could be quite good on an aggro build (or some sort of aggro-drain build), to essentially troll the enemy into depleting their own weapon power and making them unable to fight back against the rest of the team.

It looks like it doesn't buff the player the way MACO/leech does.
