Used to be your Boffs could only know 4 powers at a time so to get a variety you had to have a few hanging around for different setups. Now 1 boff can learn everything and swap at will. So you really just need enough to fill seats on your ship or 4 for an away team. At most, you could go for 4 with all ground traits and 5 with space traits like pirate, efficiency or leadership.
I have 15-20 Boffs. Mostly from pre- 'know all skills' times and special ones you get from missions (like the Voth guy).
Most do nothing now but hold gear, guns and devices now that my main Boffs can know all the powers.

There is a story line mission called A Step Between the Stars that gives out 3 different types of EV suits depending upon what defence option you pick. As long as you keep equipping them on boffs as you claim them you can get as many as you want and they make great (and cheap) "ugly bridge crew" hiders with a fairly modern look. I'm partial to the Solanae Striker white suit due to it's stats. You need to pick the "no help" defence option to get this version so expect a good fight.

I think the Solanae suits should even be able to override the visual appearance of the Hierarchy Sci Boff. Last time I checked it was not customizable with reputation gear.

Basically. But if you use more than one ship you may need a few more space boffs because of different tac/eng/sci requirements.
Well I find that very few ships will be using more than 3 of any particular class of boff (eng, tac, sci) so having 9 boffs all kitted out with all abilities and specialisations covers all bases. You can have extras for those unique things like Mr Potato Head or theJem'hadar guy but those are purely cosmetic.

She's an 'outfit reloaded' aliengen Orion (entirely stock face and body settings (well, I did change her eye and hair color, but that's all...) so not quite maxed out boob slider, but she's definitely my bustiest BOFF...) science officer... Aboard ship, she can polarise the hull, energy syphon, gravity well and viral matrix, and on the ground, she carries a Mk X Disruptor Pulsewave Assault... One time, she shot an Orion thug point-blank in the spine The next ship he tries to raid had better have hover-chair access... Most all my other female ground BOFFs wear the reinforced pants

Since Mr Potato Head comes with two space traits (pirate and efficient), he is closer to essential than cosmetic. Just saying...

My list of bridge officers is a bit more limited. I keep two of each profession of bridge officer. None of them are starting bridge officers and none of them are mission reward bridge officers. They are all Aliens but one, who is my token human. You can get their appearance settings here. I don't much care about efficiency or traits nor even rarity, just their skills.
I would say op go with five tops no more no less. The next aspect is depended upon what class of ships you like to fly. Me its tactical and cruisers. So I have two tacs, two engs, and one sci. This is also the best number because if you ever want to really gear your bridge officers, you will not be going overkill and getting something like 6+ officers set up. Simple and to the point.
I definitely use more than necessary, and they would kill the TV show. Then, I am not all about efficiency and just for convenience I tend to have a "Commander Beam Tac", a "Commander Cannon Tac", a "Lt Commander Torp Tac" or similar. This way, I can just choose from a list instead of swapping out skills when e. g. leveling a ship. Equipment wise they will get the drops, loses me couple 100k of ec, so not really much. Of course the extra boff slots cost zen, so it may not be for everybody, but seeing different faces once in a while is nice as well.
Some may also tell you that different away missions are best handled by different boff setups, though I hardly deviate from my standard formula - although the temporal abilities actually changed my standard formula, but since every career can become temporal, it doesn't have to change the actual away team.
