I am unable to equip any kit under any location or circumstances. Any assistance would be appreciated.

I am still affected too. (reported already). Assuming you meant KIT FRAMES.
It looks like the same issue noted in the following link, BUT only regarding (kit frame and) KIT FRAME SLOT in this case:

NOTE THAT THE ISSUE IS PRESENT AS OF NOW and was NOT FIXED AFTER 3/11.

blackening / degenerating the kit (no more usable) frame in patch of 25/10 made the kit frame SLOT it was in, stuck and unusable. Could be kit frame had no passive and was of a low level. Likely a starter kit frame but unsure, could be other kit frames (possibly without passives, non discardable) still affected.

This can stuck bank/inventory/KIT FRAME slot unusable, depends on where the affected blackened/degenerated kit frame was placed on 25/10, until it will be fixed by devs.
