So let me get this right. You're complaining about the STO forum not remembering you when you're the one who deleted your own cookies/temp internet files? A bit ironic i'd say. Also some websites after a certain period of time will require a new pin code even if your IP stays the same. This is typically 30 days or less. Switching browsers will also make you enter a new code.
Yes, clearing cookies/cache forces you to re-authenticate just like every other site on the internet.
The Steam Site, my online banking, my Electric Bill and every other site that I have some form of authentication enabled for does this exact same thing. It's called an extra layer of security and it's to be expected. It's something I actively enable whenever it's available.

It will also ask that if you are using a "Private Window" with browsers like Mozilla firefox. Go into settings and tell it to remember your cookies, or make CCleaner skip browsing history when cleaning.

Not the Devs fault your computer is deleting cookies on restart. It doesn't normally behave that way, I have to log back in once or twice a month.. tops.
