If you mean will your account information and thus all your characters and their ships, crews and items still be intact - yes, that's saved on the game's server, not your own computer. You will, however, likely need to change your graphics and display settings so the game will display properly on your new computer.
I've been through two computers and three hard-drives in the last four years since I started playing STO and my characters have always been there waiting for me when I've finished installing and updating the game.
"If you can't take a little bloody nose, maybe you ought to go back home and crawl under your bed. It's not safe out here. It's wondrous, with treasures to satiate desires both subtle and gross; but it's not for the timid." -- Q, TNG: "Q-Who?"
^Words that every player should keep in mind, especially whenever there's a problem with the game...

I should've been more precise but thank you this is good to know as all my stuff will still be there.
You do not need to re-install STO. Unlike most other programs / games, STO does not make any changes to the Windows Registry. Therefore, STO is kind of like a standalone program. As long as all the necessary files are intact, then all you need to do is launch the game.
If you installed STO to your C: Drive, then simply copy the game directory to your D drive; assuming you have a partition or separate hard drive. I have STO on an external hard drive, I can simply connect it any of my laptops or desktops and immediate launch and play STO.
Actually, I have STO installed on my primary desktop and primary laptop. If I want to STO on my secondary desktop or secondary laptop, then I connect the external hard drive
