When is the Starbase coming out to Xbox One is my question the reason why I'm asking this is because people are starting to leave because they think that this is all the content we are getting and most people have already maxed their character out
You are not alone, I have to keep reassuring people that the fleet system WILL offer more than just a bank and teaming, and I have lost a good few members who were disenfranchised with it.
Edit: at this point however replacing leaving players is very easy in Xbox, I regularly get mails from people asking to join the fleet. Unlike pc where there are a gazillion fleets, all after any potential new members.

It can't be that long this game will not last that long with console players if that's the case console players are not like PC players they need to understand that that's why we played consoles
Considering that the Duty Officer System, Crafting, Upgrading, Fleet Holdings, Admiralty, and numerous Reputations and C-Store ships still need to be converted to consoles in addition to the devs working on the Winter Event and Anniversary Event, I would be surprised if Fleet Holdings would be available to this year.
The game was originally far worse in 2010 when it came out. Klingons were originally forced to PvP to level and Starfleet had to use a combination of story missions, patrol missions, and exploration missions or PvP to level. There was no Duty Officer System or Fleet Holdings until 2012. If STO could survive the early years in its broken state, then it will survive on the console that is in a much better state.
Some dev said the consoles will be behind in content 2yrs from PC awhile back.
The console will always be behind the PC due to how patches work, but it might only be about 2 weeks to a month behind instead of being half a year or a year behind. On the PC, once a patch is ready to be downloaded, Cryptic just needs to push the button. On the consoles, Sony and Microsoft have to approve of the patch before it is available for download. Of course, it could be possible that consoles will always be a Season behind depending on how quickly Sony and Microsoft approve Seasons and if there is any new systems in the Season that need to be converted to the consoles like what they need to do with Duty Officers, Admiralty, Fleet Holdings, etc.
