Why can't I craft Omni-Directional Beam?

I have level 20 in all R&D schools, have all the items and a DOFF with R&D: Beam Weapons specialty. The DOFF seems to be the problem. I can't assign him. When attempting to select a required DOFF through the crafting interface, none are listed. I can assign DOFFs to other beam array crafting projects. This is a very rare Kobali Energy Weapons Officer named Kezezian. He's not assigned to any other project. Am I missing something or is this a bug?

    Is he the wrong faction, like Federation when you are KDF? Check the icon in the corner of the picture.

    I recall reading somewhere the DOFFs for omnibeams have to be one that causes a stacking crtD or crtH bonus.

    No, they are specific Doffs that are random drops when you speak a recruiting officer to obtain Crafting Materials in exchange for 2,000 refined Dil. These Doffs will have an entry stating they are related to a specific R&D School. These types of Doffs can also be random drops from lock boxes.

    For example, Drolid is a very rare Xindi Energy Weapon Officer that randomly drops from the Xindi-Amphibious Lock Box. Drolid's profile states his R&D School is Beam Weapons so this Doff can be used to craft omni-beam arrays as long as he is not assigned to active duty.

    You can go to your faction's academy and do the doff mission called "Request R&D Assistance". If you're Romulan you can do this at the command center and your factions academy. Or you can buy them off the exchange.
    I forgot about the doffs that you can get from your fleet's research lab, they're random but still an option.

    So your original point is still moot.

    Considering the cost of the DOff and the mats needed, unless you are planning on making a bunch of beams, it is probably more cost effective to just buy the Omni Beams you want.

    depends. after running a few nakul red alerts you can get the mats to craft them then it's just the dil.. and it's not that hard to get the dil, really

    Getting the specific mod you want is just easier to buy it than rng it
