Temporal Dreadnought Cruiser possible bug or....

Just outta curiosity, and before I submit a bug report, the configurations (offensive, defensive, support) all offer a variety of different buffs. one of the buffs that Defensive and Support offers is +10 max shield/aux power. I'm assuming this means if my shield power were 70/50 the 50 should get an increase to 60? or is it the other way around? Either way, neither of the configurations moves my shield or aux power even one point, so I guess the question is, is this a bug, or is there another "hidden" mechanic at play?
