The screen shot doesn't tell us anything. All it says is the the rep was not in a position to help you with whatever your ticket was about... was your ticket perhaps a complaint rather than an actual game code/mechanics/map construction problem that prevented your character from playing?

So like others have said, no context = no proof of deliberate act. We don't know what the original complaint is about.
