I find this more then a little concerning.
If I am reading it correctly, they took away 2 guaranteed ships and replaced it with the random luck draw of a Lockbox instead.
In the future, I may have wanted to purchase the T5 Dreadnaught carrier, but now it looks like I won't be able to.

Cryptic didn't take away 2 guaranteed ships from the Lobi Store since only one of the Tier 5 ships was ever in the Lobi Store. They just decided to switch the Heavy Escort Carrier and Dreadnought Carrier around for whatever reason.
That means two of them were indeed removed completely.
I classify Lobi Store ships as guaranteed because all you have to do is earn the Lobi to get them.
Now the Cardassian Cruiser and Dominion Battleship are stuck in some lockbox, presumably in the same loot table as every other RNG ship.
Which, if the above is true, means the chances of getting them are diminished even more.
To be honest, there are only 4 ships I am looking for, the two above, the Xindi Aquatic Carrier and the Tholian Taruntula.
Hypothetically, in the extremely remote probability I did obtain one of the others, it would be traded to another player for the XAC (1st priority) or sold on Exchange for the EC to buy one directly.
Since I only purchase keys irregularly (on average, 10 per 3 months, using Lifetime stipend), it would be a slow process to get all 4 of the target vessels.

The way the Infinite Lockbox ships work is that the person that wins the lottery gets to determine which Tier 6 or Tier 5 ship it is. So if I win the T6 Lockbox ship prize pack, then I can choose whether I get the Tholian Tarantula Dreadnought Cruiser, Cardassian Keldon Cruiser, Jem'Hadar Dreadnought Carrier, or any of the other standard Tier 6 Lockbox ships. So as long as it is not the Herald Vonph Dreadnought Carrier or Na'kuhl Acheros Battlecruiser from the Ultra Rare T6 Ship box, then you can choose which Tier 6 Lockbox ship you want. Of course, the Kelvin Universe Enterprise is not available due to it being the latest Tier 6 Lockbox ship, but the next Infinity Lockbox will have it. The chance of winning a T6 Lockbox ship is still at 0.5%, but now you can choose which Lockbox ship you want.
The Xindi Aquatic Carrier is a Tier 5 ship so it would be in the Tier 5 Lockbox ship prize pack and as a result much cheaper than a Tier 6 Lockbox ship since Tier 6 is where the action is at. However, I don't know the odds of getting the Tier 5 Lockbox ship. It could be 0.5% like it was originally or they bumped it up to 1%.
Buying with EC is the only sure way, and that's going to be slow at 500 zen a month regardless of whether the ship is lock box or lobi. Lock box ships are usually cheaper than lobi ones now thanks to the infinity box so that means you should be happy that the Galor T6 is still a lock box ship like the T5 was.
The "in the future I MAY have wanted" part is not their problem.
The Galor was never a lobi ship. It was always a lock box ship.
Chew on this for a minute. Look up the price of every single T6 lock box ship that's in the infinity lock box. You see them all hovering around 150 million EC except for the Keldon and JHDC which sit at 400-500M. The two of them are new so the price is naturally higher. Give it a few weeks to a month and the price will naturally fall in line with the other Infinity Lock Box T6 ships. Seriously, this move was a very VERY good thing. Lock Box Ship prices have only come down since the Infinity Box while lobi ship prices have fluctuated between 250 million and 320 million.

Ships are so easy to get if you remember this one thing. You don't even have to spend a dime, because you can convert Dil to Zen to Keys to EC.

Also, if that faction became real, it might have negated the need to buy the ship.
And since 800 Lobi crystals is expensive in real world dollars, I was hesitant to purchase the ship if it's not strictly necessary.
Ah yes, excess Dilithium, we have dismissed that claim.
My fleet is entering a Dilithium heavy donation phase and therefore, as one of the major contributors, I don't have much left free to spend on C-Points.
Any spare Dil I have either goes to crafting or Reputation items.
And I prefer selling Ship Modules, if they get more EC then keys, it's more efficient.

Fleet Ship Module: 17.8 Million EC for 500 Zen
Master Key: 5.8 Million EC for 125 Zen
So if you spend 500 zen on 4 keys instead of a fleet ship module, you can sell them for over 23 million EC. Keys have ALWAYS been more efficient for making EC compared to FSM's. I don't remember a time in which FSM's were ever more efficient than keys.
It must have been so at one point, because I remember a time when I was getting more for FSM then keys.
I am assuming this is because they were relatively new and thus, high in demand.
It was some time ago though, so like any market, there are fluctuations and changes.
That could have been one of them, FSM dropping in value while keys were rising.
