im having an issue with a certain fleet in star trek online and i would like to get a clarification on the rules of a particular action
Just FYI - Cryptic usually doesn't get involved with Player Fleet political issues unless it's some type of harassment not allowed via the game's TOS.

well a fleet is trying to accuse my fleet of pouching cause i talk to everyone and tell them about my fleet and they find our fleet to be better than the one they joined, i mean its free will and its not my fualt 20 of their ppl left to join us so now we found information that they gonna try and cry to the admins saying we harassing them

Yep - a typical 'Fleet Politics' situation where (unless either side starts using racial/religious/sexist/overly profane, etc. language); Cryptic won't get involved.

Fleets are managed by players. Cryptic will not get involved with fleet drama. You're on your own unless someone is violating the terms of use. Saying your fleet "should be hauled away AS garbage" does not count.

See that emboldened segment, that alone suggests there's more to what you are saying. The moment anyone uses 'cry to the admins' means that that person can't be taken seriously. Then there is 'we found information'. Why are you even looking for it in the first place!? But seriously, Cryptic won't get involved. If I were you, I would just move on and stop stirring the pot even further.

ahahaha....Really?? You think someone would get involved with something so petty and meaningless as this? Also the word is poaching, and if you actively engage other fleets looking for other players to join yours....well there's nothing wrong with it, just some take it personal.
1) Admins and Mods don't care and won't get involved in fleet politics and gripes between them.
2)If you did nothing wrong, you have nothing to worry about, this is a case-closed kinda issue
3 If you did something wrong (harassing others etc...) Then you DO have something to worry about and calling further attention to it is probably a bad idea
what your doing is poaching... but "what difference does it make?" there is no rule about it and it's up to the players to decide to jump ship or not. so long as you dont break the "rules" then it's all good.

OP, you can't get in trouble for convincing players to leave a fleet they are in and join your own.
If they have evidence that you did in fact harass them, catching a CS agent isn't going to change that.
Block them in chat and press on with enjoying the game.
its exactly this kind of case, i convinced ppl of a different fleet to join us, apparently that fleet got all sore about losing 20 ppl, a friend of mine on a sto facebook thread found info of this fleet scheming against our fleet and how they have this plan to try and cry wolf to the admins and get our fleet disbanded, i understand this all sounds and is petty, ppl have a free will to do whatever they want, so all i was looking to do is talk to an admin and see if there was any real action that can be taken against us from this fleet cause they lost a few ppl......you know its a real shame that things gotta come down to this, i really didnt even want to make this thread in the first place but its all i know to do because the other fleet dont wanna talk it out, so im here now dealing with all of you, i got some semi helpful information and i thank you all that provided it and i got some ppl trying to make life difficult too either way you all can take this thread for what it is and have a good day
If your "poaching" was legit, then you have nothing to fear.
If you are "reported" for things that have no basis, then you have nothing to fear.
If you are "harassed" in violation of the Terms of Service, then you have recourse of using the "report" button and letting the chips fall as they may. Be advised, it needs to be a "clear" case of ToS violation, you don't want to be lumped into "a reporting war"...
Otherwise, be wary but enjoy your playtime.

Ahh dude, if anything, and if Cryptic did anything at all to interfere with inter-fleet politics, Your fleet would be the first to suffer consequences. As you stated, you were the first ones to "convince" people of that fleet to join yours. There's no guarantee that you didnt undertake underhanded tactics yourself to do it, we only have your word.
Same with the other fleet.
This is why Cryptic doesnt get involved with fleet matters, unless it violates TOS (which i somewhat doubt in this case, people "scheme" all the time). As it is most times impossible to decide who is at fault, and what actions they could take. Unless there scheme involves breaking the TOS INGAME, cryptic doesnt get involved

"In Starfleet Commands opinion, this is a internal matter of the Empire".
The admins will not get involved on behalf of either fleet, so you can cross that off your list of worries.
Everything else... that's on you to handle.

There is no rule enforcement of any kind in STO. It's not like most other MMO's that enforce code of conduct. Doesn't matter if you're stealing away players or not, there is nothing anyone can do either way. They report you, you report them, it doesn't matter in the least.
The game has no rules, stop being dramatic and just play the game.

Then I guess you haven't played in many MMOs. Guild drama goes ALL the way back to Meridian59-->UO--->EQ-->et. al. Some of the drama I encountered in early EQ was INSANE and ridiculous.

My take:
