All you can do is cancel your subscription if you have it, sell everything possible on your characters for cheap if you want to. delete your characters, uninstall STO, and then contact support to see if they can remove your account. There is no easy way to close down accounts.
I think the main reasons why you cannot close accounts are these:
1. The game is F2P so you can come and go as you please so although you may not like it now, you may later want to come back after channges bring it more in line with what ou hoped it was in the first place.
2. Griefing. People keep complaining about their accounts being TRIBBLE by whatever manner and if an account could also be deleted then more would be lost than just a few items and characters which can possibly be restored by support.

Step 2: Delete STO. If it's a security/privacy thing, change your password to something no one will ever guess, yourself included. Poof, account no one can ever access.
Just don't use it anymore. There is no "red button" for your account, it's going to exist forever, you can just stop using it or violate TOS on purpose and get banned, though if you do that the account will still continue to exist.

Long time ago I wanted to play Guildwars I again after not having it played for several years. I thought, I just install the game create an account and I am ready to play. That was a big no. Although I had two legitimate hard copies of the game, those copies were connected to a hibernated account in each case. To bring them alive I needed full support of the customer service, sending them decriptions of the characters on the account, pictures of the boxes, the discs and the keys. Finally I got those accounts back to live, but it was one of the greatest challenges I have ever experienced in my life as a gamer.
Some steps to bring your account in a state of being closed.
First step. Remove everything from the account, items, currencies and characters.
Second step. Create a character or take an existing one and change it to an older looking person.
Third step. Put the character in club 47 and put the following words into the character discription. This person is retired.
Now you have a closed account of the third kind.
Serious. Change your email adress into one you seldom use. You can come back using your regular email adress. Everybody should realize, a sleeping account or not-active account is the same as an active one of a player that doesn't spend anything on the game. Both take up server space. Payers pay for non-payers. That is also the case in a subscription game. I have two WoW accounts, but I am no longer subbed. My sh..t is still there on their servers.

Personally I am glad accounts cannot be deleted.

Even if you could do that, it would just end up a statistic. Nobody would care.
I'm sort of with you on that suggestion. I will also be happy to accept anything undesired by those whose ardor for the game has waned!
