PS4 - Klingon -aligned romulan stuck on earth spacedock after patch

After the patch, I got a quest to go to earth spacedock, and when I accepted, it took me right there, and now I'm stuck. Can't leave, can't t do anything. Tried changing instances many many times, nothing.

    And, every time I pass club 47, I get attacked by the npc's out front. I can also go inside and kill the bartender, too
