I just levelled to 50 on my first player in Federation and was thinking of getting the Tactical Command Battlecruiser - Presidid Class for 2400 ZEN while it's on sale but was wondering if I should wait in case some new ships are about to be released when the update comes out later this month? Would these ships be likely be playable by a lvl 50 player? And when new ships are added are they usually priced high to start with?
Only been playing for about 3 weeks so wanted some advice before I buy. Thanks.

Price is usually tier-based and new ships recently tend to be T6, so they'd be the same price as the Presidio,

While this version may be an exclusive, I'm pretty sure we'll have another T6 Sovy in game, maybe as an Intel or Pilot Cruiser, just like we have 2 versions of the Guardian, the standard with Intel seating and the promo from a charity event that was a Mirror variant with Command seating.

Agreed on the "stupid, silly, expensive" part. But - if you're running three factions which want a cruiser, you'll have 9000 zen (without considering sale weekends like this) cost, which already is SSE, and "only" 30 bucks more will net you some variability in build, a couple of consoles for a set, two more starship masteries if they fit your playstyle, two more admiralty cards if you need them, the ability to kitbash "your" look onto the ship. (It's the same if you only run one faction, also 3000 zen more for aforementioned benefits, only that they are a higher percentage of what you already paid. If you play two factions though, you lose out).
Not that 3000 more zen ain't quite some cash, but the marginal costs are really shrinking here.
Actually, you have. There's a new content coming on the 25th, analogous to what you would see for a half-season release. These always have new ships on or shortly after release (almost certainly a new box, probably some C-store ships in the foreseeable future. It's how Cryptic makes money, there will always be new ships incoming.)

Also, they are just getting the Heavy Escort pack and Kelvin lockbox. For the PS4/XBox, it's really not much of a question "are there more ships coming?" Yes, they were either added last week or are about to be added soon.
Also, I think the 20% ship sale is PC only (it wasn't reported on the console side of the website).

Every release like Artifacts has new ships somewhere close around it (if not on the date). Cryptic doesn't release large amounts of content without a way of capitalizing on the interest it generates. That's how this F2P MMO works, it's a very well established pattern.
I can probably even list the major ships of the next lock box, given what's slipped into the Foundry recently. But, then what would we spend the next two weeks trying to anticipate?

The LTS was on sale when "Time in a Bottle" story mission was released. Nog happened to be captaining his own LTS exclusive ship. This kind of stuff happens a lot. These examples aren't coincidences and they are good marketing strategy.

It's comparable to a 0.5 season release. The naming just doesn't apply here because it's following an expansion. Story episode (with more to follow, just like 10.5 and 11.5), system revamp (graphics and kits), and the fleet holding confirmed. It's a meaty content drop so far. What's left to cap the PR cycle? Stuff people will spend money on. Namely, ships.

When was the Tactical Command Battlecruiser - Presidid Class added to the game? I see loads of ships flying around with much higher hull capacity than whats available in the c store. How did these players get ships so powerful?

Presidio was probably put in around the same time the Command Specialization, so relatively recently.
Some ships have more health than others and those ones may have come from the Lobi store.
'Better' is subjective and depends on what you're looking for in a ship. Astika is cross-faction, so anyone should be able to use it.

Gear/spec/specializatoin depends somewhat on what you're trying to do and what sort of playstyle - there's a subreddit, stobuilds, with a lot of theorycrafting.
The exchange is near the vendors on the 'north' side of Earth Spacedock, going by the map, or in the building at Starfleet Academy on the east side of the map (the section where everyone is queued up, south of the bartenders) - bank and mail services are at the same area, so you may need to maneuver a little to see the exchange.

My forum single-issue of rage: Make the Proton Experimental Weapon go for subsystem targetting!
MOST effective? Hard to say on the character spec and the gear, but the Specilization Tree would probably have to be Command. Gives a bonus to both space and ground HP when active, and the bonus increases with each point put into Command. I think some deflectors give some extra HP too. I'm no build master, but I can at least make a passable, functional, balanced cruiser.
