Recommendation:
Undine Battlezone - starting area ( shield Dome )
you get 20 Duty Officer Assigments - all of them are really worth it
cooldown should about 48 hours but i am not really sure
Science XP can be boosted if you are willing to burn R&D materials
on Starship Bridge, Shuttle Bridge and Fleet Starbase
"Contact Duty Officers" - "Science Department" -- "Special Projects" -- "Data Sample Analysis"
->-> Energy Analysis - 750 Sci XP + 250 Dili Ore (6 hours)
->-> Physical Analysis - 750 Sci XP + 250 Dili Ore (6 hours)
->-> Technological Analysis - 500 Sci XP + 500 Exploration XP + 250 Dili Ore (6 hours)
->-> Particle Trace Analysis -1000 Sci XP + 500 Dili Ore (8Hours)
these Assiments can have a Critcal Success -- which -- doubles the XP and Dilithium
and can be restarted in the same second you finished it

you have to do a lot of work - many visits to your "Personnel Officer"

Downgrading 9x Uncommon -> 27x Common gain > 450 XP

Total Recruitment XP = 1470 per one Purple Duty Officer
Rank 4 - needs 100.000 XP that divided by 1470 equals 68 Doffs (worst case scenario)
Getting these Purple Officers is possible with "Cluster and Nebula" [critical success]
the Refugee Doffs can be used for Asylum Assigments [Success] or discarded
I did note that dismissing Bound Doffs gives you NOTHING.

Anyways, if you do enough edge doffing you can find an interesting array of refugee assignments. So many that I never get rid of refugees.

I use the equivalent to these DOffs on my Protonic Kool-Aid Down The Drain Cruiser builds, so having an alternative source for them ought to make things interesting.
Recommended for pretty much any and every ship that uses Gravity Well.
