Is Boff Specialization for XBOX working?

Is Boff Specialization working on the XBOX version? If so, can someone tell me what I might be doing wrong? Thanks.

I have unlocked Intelligence (my captain spent 10 points). I bought the intelligence qualification manual for 3k dilithium and applied it to my tac bridge officer in the Ship & Crew > Bridge Officers screen. The intelligence specialization is show as active. I have the surgical strikes ii manual in my inventory. I can't train my Boff under his Gear, Stats, or Career tab. And I can't "use" the training manual from the inventory screen.

    Yes, I think you figured it out.

    Specializations - both for the Captain and for the Bridge Officers - are basically a form of lateral advancement. (Though from the Captain's point of view, this is only true once you have completed a primary and a secondary spec.)
    Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

    I think I got it figured out. Just like regular space and ground ability training you can do it under Skills > Crew Stations. I was thinking these specialization abilities unlocked additional abilities but it turns out they are just replacement abilities so each BOFF gets 4 ground skills (tier 1-4) and space skills are still limited to the exact same number as per your ship's crew stations. So, this specialization stuff doesn't build upon your number of active abilities, it just gives you additional abilities as options if you don't like the standard abilities. At least that's what I think is going on here.
