hmmmm, i like this idea better, offer 10k to 100k in fleet only dilli and put it on a 12 hr rotation so you can do them 2x daily and offer 1x daily either 5 lobi or 1 account locked master key........that would make the joint heat up some i bet.............
playing around with dilithium is definately something I would advice the devs to not do...devaluating dilithium even further would have a negative impact on the hole f2p business model.
at this point I think offering increased XP, like the red alerts do is a more viable option...
There was already a queue rotation in place when the game went f2p...it really populated otherwise underpopulated queues. I think going back to an idea that was already in the game and worked at the time is atleast worth a (re)try.
Yeah, I never understood why they got rid of the hourlies. My favorite was the Mirror Invasion hourly, was great fun. I really enjoyed that mission...
And I still think putting the hourlies back in play is one of the easiest things they could do (immediately) to get lesser played queues more populated.
Meh, upgrades are of rather low trade value and the game is full of "enhanced" upgrade kits from everything.
I would personally go with some kind of rare random drops in the style of the old STF equipments. Best part is, there are so many different kind of equipment it would be easy to come up with unique reward for each queue.
Continued demand can be added by making them tradeable, having random mods so you could still hope for a better one even if you have one already and/or making the items upgradeable by combining multiple copies of the same item instead of regular upgrade kits.

What about consumables like the ex-lobi consumable devices, or bonus marks/dil/fledit boosts. Or like you say they could add the chance of random UR or Epic gear with favourable mods. Stuff that could be tradable would be interesing, it would open up the exchange a bit maybe, but it could also undo any good from this move. After all, you want players to run these queues, not just have a minority farm the hell out of them and then profit from them, that won't solve the dead queue problem.
There is no social element to STF's. Not that ive ever been apart of. This last mirror invasion event for instance there is hardly any talking.

Just play with your friends, maybe join a fleet or channel which runs queues together.
Sure theres a couple queues which are in need of a rework to make them more attractive but we're talking about maybe 4 queues max.

And how would you extend that to non-Borg STFs? For example.... Tholians.
Well if you are putting that into the idea of the Nukara well you could have it be salvaged/isolated crystals from the crystalline entity stf, maybe salvaged dimensional tech for the Azure Nebula stf, maybe prototype tholian tech they were going to use on the mirror universe ship in self destruct. The hard one would be New romulan as only really one specific que would count for them an that is also Azure nebula.
Really I could see it working for almost all of the reps, as you can make/name the salvaged item what ever you wished, what is important is to have it rare enough that going to harder stfs or higher difficulties is appealing for the higher chance to have it pop. Hell I could se the Undine rep using planet killer samples as their salvage tech drop an even salvaged attack plans even as something the rep would want an would give you a upgrade in payment.
I was using borg stfs as a example since it is the most well known, and so quite abit easier to understand. Basically the salvaged tech would be a higher tier of elite marks kinda though with less of a chance to get them an being specific to certain ques (maybe instead of locking them to a que, make certain ques have a higher chance to drop certain salvaged tech.).
I think the devs dropped the idea not JUST because random drops suck, but because..... what sort of tech drop would you get from Disco? O_o'
Now I can understand an empathize with the hate an annoying nature of random drops, like the old tech drops were treated, it was also something that did get players to do other content . The current system with the reg/elite marks fosters a grinding/farming mentality, since you gain the same rewards regardless of which stf (that is associated with a rep) que/play you will look towards the highest payout per hour stfs an grind that. Unique rewards that have a random drop an are linked to specific stfs fosters players to play more than just the highest paying/easiest stf. Also such a drop does give a new goal for those players that have completed the rep-gear projects, since it is something that you can't get other than via doing those specific stfs an is so another form of grinding/farming.
I could also see something more like schematic type drops that could be handed in to a npc at the battle-ground/adventure-zone of a given rep and then gives you access to a new project to gain new gear/rep-hanger pet/rep-vanity items, while this could be expanded to also gaining a new crafting recipes for the craft pat of the game. These could be a variant of the romulan experimental beam array that is not a beam bank or a dual/dual heavy cannon version of it., while for crafting maybe a schimatic for a heavy/dual turret that you can craft an has a limit of one per ship. I could also see things like a drop that would allow you to slot it into the upgrade or crafting system an give some items the rep mod. FOr instance take the Omni-plasma array I would love to have the ability to make it into a romulan plasma array even if it is still considered my own crafted omni-array for the plasma type.
They queues just need better incentives. How about offering an extremely infinitesimally rare chance at an item drop that contains a free dinner date with Jeri Ryan?
