The Kobali and their need for dead bodies make them more evil.
The Deferi wanting the Breen exterminated "for balance" makes them more evil.

Because every single quest involves killing every single Breen "for balance." Basically, you're committing GENOCIDE in the name of balance.

They did invite Admiral Death to their planet to solve the Breen Problem ....
But seriously, I've played the Breen arc a couple of times this year and the Deferi did not drop a single hint to me that the neighborhood would be improved by completely eliminating their unwanted guests.
The Kobali are sneaky Doctor Fronkensteens but not evil.
Neither is evil.
And Evil is subjective anyway.

I'll give you the point on the invasion topic and the crimes they committed there, but the rest is just plain wrong.
The Kobali take dead and discarded bodies and reanimate them with a virus that genetically modifies them and creates a new person. While there is a period of adjustment during which the old personality gets replaced with the new one the only other option for the body would have been to let it rot.
Is it strange? Yes, but when viewed as a full-body transplant it becomes more acceptable to me. Hell, humans are less respectful to corpses of pharaohs or prehistoric humans than the Kobali.
Wow, just wow.
So saving somebody's life with a transplant is bad, because you have to cut someone open and operate on them. Okay so bypass surgery is out as well, same goes for appendectomy, removing cancers and all operations.
What's next? No vaccinations, blood infusions or insulin therapy because our arteries and bodies do not have convenient openings for injections?
Also, some competent writer needs to revisit the Deferi. Cryptic confuses a philosophy of neutrality with passiveness. Keeping balance is a active process, though. It doesn't make sense for the Deferi to have no means of defending themselves, not having opinons in negotiations and not acting on anything half the time.

And the Kobali were using corpses.....dead people. Besides....getting a second chance at life's not bad....now is the original soul of the said dead person returns, or a new soul comes back? Not sure.

The Deferi and their balance nonsense are totally lame, but they never do anything actually evil. The Breen in the storyline die by their own choice, attacking the invincible Chosen One is as good as suicide.
Nothing wrong with balance. Hell, the world would be a nicer place if we had more balance.
