The only evidence is it is in a star system that wasn't discovered by the Federation or Klingons in the late 23rd Century. So it is either a star system that was discovered between 2270 and 2409 or hasn't been discovered yet. They could have ended up in the Delta Quadrant for all we know.
I think the charts, like a lot of the soft canon material is open to much cherry picking by the devs as it suits them. The charts say Starbase 12 was at Deneva sure, but the devs may or may not adhere to that, just like they selected bits of the Destiny series and discounted others parts of otas they saw fit. So, unfortunately, it isn't something solid in regards to the game.
"Critics who say that the optimistic utopia Star Trek depicted is now outmoded forget the cultural context that gave birth to it: Star Trek was not a manifestation of optimism when optimism was easy. Star Trek declared a hope for a future that nobody stuck in the present could believe in. For all our struggles today, we haven’t outgrown the need for stories like Star Trek. We need tales of optimism, of heroes, of courage and goodness now as much as we’ve ever needed them." -Thomas Marrone

What did they include from the Destiny series again?

That's exactly what I'm saying. They cherry pick. A slice or this from one source, a slice from there. Titan series, Destiny, New Frontier etc. Then discount and ignore the rest. As they COULD do with the maps in this case.
Starbase K-13 was lost during a temporal attack by a species known as the Na'kuhl, during which they used Deneven parasites to infect the station and the two vessels in the system. The U.S.S. Myrmidon and a pioneer Class Frigate. After the Station was saved by Cmdr. Scotty and an away team of (STO Charactor) A Federation vessel responded to the destress call and was destroyed. After the other vessels where cleansed of the parasites the starfleet ships destroyed the Na'kuhl ship leading to the formation of a temporal anomaly that pulled K-13 into itself before collapsing. ((Star Trek Online: Painfull Omens.
starbase 13 was originally built to police the Marrat region, keeping piracy and other criminal affairs in check. However by 2254 the base, under command of Commodore Hal Wyeth, had itself become the target of frequent raids and unofficially became known as "Fort Apache"
1. Is that Federation space to the right of the Romulan Star Empire and North of the Klingons?
Completely separate to the rest of the Federation space? How did they get there? How did they get so much space on that side?
2. What did the First Federation do to deserve being completely surrounded by starbases? That's a full on blockade.
I'd be inclined to think it's the homeworld of some canon race. But it would have to be something that wasn't visited by a starship, or they would've found the station in orbit. Nothing comes to mind.
They had to audacity to claim that THEY were the FIRST of all the Federations.

1) Yes. Space is 3d, so it's probably not ACTUALLY disconnected.
2) Those aren't starbases, they're warning bouys. Go watch TOS: The Corbomite Manuver.

Thank you for agreeing, Mr. Hawkman.

It's not in today's patch. But it probably won't take that long, they usually don't announce things until they're all done and in the release pipe.
