I was recently informed that the modifier that buffs base weapon damage is no longer considered a weak modifier like it used to be. Could someone inform me of the validity of this? What was changed about it and when did this happen?
DMG mod is calculated last after all modifiers now.

For the vast majority of players that aren't "going for the record" any combination of Dmgx3/Pen, CrtDx3/Pen, CrtDx2/Dmg/Pen, or CrtD/Dmgx2/Pen would be absolutely amazing. I personally only buy CrtDx2/Dmg/Pen or CrtD/Dmgx2/Pen weapons because they are incredibly Cheap at around 1-3 million each compared to 30 million or 50 Million each for CrtDx3/Pen or Dmgx3/Pen.

Waste of time. There is so much accuracy from passives built into the traits, rep etc that it's not necessary. You may be hitting but it will be death from a thousand cuts, whereas your CrtD DMG hitters are death from a couple of good shots, especially with SS3 as it massively boosts ACC anyway.
Also, the "PvP nightmare" is shield bypass attacks and incredible Resistance debuffs.
Of which there are plenty.
[Acc] for PvP went out the window with DR. Like @mattjohnsonva said, you don't need the [Acc] on your weapons anymore. Traits/Reps and passives take care of all that now days.
also, maybe because crtH has become less important since there are quite a lot of other crtH sources around. Acc kind of got useless too, because there are a lot of other sources for Acc, PVP is dead, and with BFAW the mod is broken or not incorporated.
Beam overload also became a guaranteed crit which makes it redundant on that single DBB on cannon escorts.
So if all other mods became weaker, the other mods became better.
IDK - I still see [CrtH] as useful because if you don't crit on a weapon hit, [CrtD] never comes into effect.

Hey, he could just be one of those bad players that thought that dmg was always good because they have no idea how the game works...so he would be accurate from his PoV. That is why I consider it not as important on a weapon as it used to be, especially on DBB that are only there for that BO crit.

And it's best to get your CrtH from the fleet tac consoles because the ratio there is 1:5 instead of the normal 1:10.
