The recently announced heavy escort carriers for console:

The one for fed has 1 commander and 1 Lt. commander slot, while the ships for Klingon and Romulan factions each have a commander and TWO Lt. commander slots (they each have a Lt. commander universal slot that the fed ship does not. Is this a typo (i.e. should the final lt universal slot in fed announce actually have said lt commander universal)? Or is the fed ship BO's gimped vs non-fed ships? The significance of this slot is that the fed heavy escort carrier has no ability to create gravity wells while the other factions ships can.

Actually no, most boff abilities are just fine at Ens. Any of the Emergency Power abilities, Polarize Hull, Transfer Shield Strength. The list goes on. Plus if you use Tac Team 2 or 3 you're gimping yourself, TT1 is all you need.

I believe that Cryptic has been always intentionally making Romulan ships a bit more powerful then Fed or KDF ships, to compensate for the fact that people might otherwise not play Romulan at all. And to a lesser extent, t hey are now doing that on the KDF, too. But that wasn't always the case. I think there was a point in development where the devs and the marketing bean counters realized that power really sells, and they can no longer produce ships naively on some type of platonic ideals and symmetry (oh, we have a science and a tactical Cruiser variant, let's add an engineering variant), but to make them based on hard DPS facts. That's why the alleged "Exploration Cruiser" in its T6 retrofit version got a Lt.Cmdr Tactical slot, instaed of a Lt.Cmdr Science slot like would seem fitting to its theme.
