The Quad Cannon was only recently fixed on the PC to be upgradeable. It's possible the PS4, XBox code branch doesn't have that fix yet.
Well, that's frustrating if that's the case... But, oh well. They're still currently stronger than any other available non-heavy cannon, at the moment...and it's not like they're irreplaceable or anything. Just kinda liked the idea that I wouldn't have to worry as much about replacing it.
Quick question - do they have a item level or a infinity symbol on them? AFAIK only one with an actual level number on them can be upgraded as the one with the infinity symbol will level with your char.

The infinity symbol is for items that scale with the players level...Once at lvl 50 they dont scale any more and would have to be upgraded..
The upgrade system in in place for the consoles but...Crafting hasnt been implemented yet, but cryptic says its coming.

to test if an infinity item CAN be upgraded:
-remove the item from your ship
-open your upgrade screen
-drop it into the upgrade slot
If it can be upgraded (no matter your level), the infinity symbol will change to a number. Infinity items can be upgraded afterwards to your current matching item level without cost, until about item level XII, when you start having to pay for it.
This may be different on the console.
To upgrade them from that point, you will require tech upgrade tokens/items that match the type of item you're trying to upgrade. You can craft these in R&D (once available for console, and you reach R&D level 5 for that type of item), as rewards for some events/missions (including admiralty - once unlocked for console), and as a basic item you can buy from one of the stores in SpaceDock (for example: Lt Lessa and Shelby in Requistions may help you - http://sto.gamepedia.com/Earth_Spacedock).

Then, right click your quads, hit upgrade, apply the upgrade and spend your dilithium. Repeat until the cannons are as fully upgraded as you want.
I have three "Basic Cannon Weapons Tech Upgrade" items, but when I click to upgrade the quads, nothing's available to upgrade them with.
Maybe the upgrade system isnt activated on consoles yet? I dont have an Xbone or PS4 so cant check.
