Some of those missions (the one with the shuttle surveillance records is another one that comes to mind) are locked behind other missions. Pretty confusing indeed. Perhaps it should be removed
Try talking to the guys near the transporter of the region you were sent to. Usually someone will give you a special mission there and then you should be able to enter the instance I think.
LOL, he is the subject of a romulan childrens book where you have two pages full of a sea of romulans and you have to pick him out in the crowd. Hint: he is the one with a red and white striped hat and coke bottle glasses and a man purse, i mean satchel.
