There is the rare chance that one will win the lockbox with a reasonable amount of keys, but the chances of winning are around 0.5%. Safest and easiest way to get a ship is to sell keys and buy your ship from the exchange. There are some items in the Lobi Store that are not available through the exchange so going for those items if they interest you and hopefully getting a Lockbox ship is a far better method than trying for a Lockbox ship.
Say what you want about SWTOR, but their Cartel Packs, Collections, and Account Reputations are the only things that I want in STO. Cartel Packs contain far more content than what we have in our Lockboxes. Collections allow various items from the Cartel Packs to be available to any character in the account for a certain fee. So imagine being able to equip your favorite Lockbox ship on any character instead of just one.

If you are in to spending real money to buy a fake item.
Absolutely. The real money doesn't provide much fun compared to a TOS Connie blowing up Mirror ships left & right & center. Real money is really boring. Sure, there are some holograms and such, and you can hold it against the light. But that gets old really fast.

If you accept that and treat it like buying a lottery ticket then go ahead.
That is just an average, the reality is you could in theory open 1000 boxes and get no ship.
