I waited for probably 30 minutes to play PvE, and it was easy and over quickly. Is it space battle only? What do most people do between missions or after level 50m
If they are waiting 30 minutes for PvE, then it is most likely a queue. As far as difficulty goes, there is Easy, Advanced, and Elite. The older queues can take quite a while to start due to lack of interest. Mirror Invasion takes less than 30 seconds to start while other Queues might take hours to start unless a private queue is started with your fleet or some raid channel.
The queues are a little less involved than other MMOs which is good as far as knocking a few out quick, but not so good if you're looking for something deeper. There's no multiboss, choose your path/risk/reward type of play- but like I said, it makes completing them quick and easy, and since STO is all about the accumulation of the different currencies/rewards, rather than the actual play experience, this works well from that point of view.

What you see is what you get pretty much. Most of the STFs have different difficulties so choosing any of the normal queues would be a good place to start. Unless you need something specifically (reputation rewards/materials), I just look through the queues for something that's close to full and queue those, to cut down the wait time.
The red alerts are a pretty good place to get your feet wet as well- they're like mini-STFs and pretty straight forward. The Tholian red alert in particular is really good for rep as it gives you two rewards, and if you see the Nark'hul one, you can choose any rep from it.
You can do ground missions as well in the same way you queued for the space STF (by clicking the STF button below the map frame). Just look for the personnel rather than a ship icon on the queue, or go to the top of the STF screen and filter which one you want if you prefer.

The Voth queues, Undine queues, Borg Disconnected, and now Temporal queues all fit that bill ... multiple bosses, and unique mechanics. Also a lot of them are time gated so that they take longer than a few minutes.
The majority of them are only for 5 players at a time. The heaviers ones, which take 10-20 players before they'll start, are best done with a team setup before entering it. Those take forever to wait on if you don't. Good Fleets are great for helping you with the larger ones.

Which PvE are you talking about? Is it a queue? If so, which is it? What does your UI say about wait times and stuff?
