Unable to go to proceed to Level 10 for UFP Admiralty Campaign.

I have been stuck for a few days at 66,331 XP left to level 10. I've reached level 10 for the Tour of Duty mission for the United Federation of Planets Campaign, and it seemed the XP for the campaign stopped after the ToD was completed.

Should I have waited to complete Level 10 of the Tour of Duty until the Campaign itself was finished, or is the a bug common to AoY characters?
