Exchange bought weapon bound to character (and not account)

I believe I bought this weapon only couple of months ago, but I didn't bother to make a thread about it until now. So aren't exchange-bought weapons generally supposed to be account-bound after equipping and not character-bound? Maybe I am missing something here, but I find it weird that this particular weapon (see screenshot) happens to be character-bound. On the second screenshot the same type of weapon says it is to be account-bound.

Lock box weapons used to be inconsistent: Some boxes' weapons were character bind on equip, some were account bind. I'm almost certain Phased Tetryon fell under the former.

When they released the Infinity Lock Box, they changed this, all weapons will bind to account when equipped. But the binding rules don't change retroactively, any existing bound items will stay bound however they are.
