The manual vendor doesn't sell one, the Vulcan male that you can get as your fourth BOFF has the skill, but you can not use him to create a manual for that skill, and I purchased one of the other BOFFs with the skill from the BOFF vendor and I couldn't create a manual using them, either.

Given that so many AoYs have moved on, and will continue to move on, to the "present day" timeline of the game and those vendors can no longer be accessed by them, any fix needs to take that into consideration.
