Starting A Recruiting Discussion

Hello everyone,
I started a recruiting discussion for the federation and federation allied romulans in Earth Spacedock over a week ago but it has disappeared. I did get a message about it being looked briefly. But I have not seen or got a message about it. How long does it take? There is no rules or any other message saying that when you start a recruiting discussion in Earth Spacedock or in the other forums that it will take a certain time for it to be used. Does anyone know what is going on here?
