Unable to Move Skill Tray Abilities

I ship swapped to one of my ships and tried to adjust my skills and am not able to take skills off of my tray, move them to a different area, or put new skills on my tray, this is happening on all ships I switch too either in space or from a ship selection officer. I have restarted my game and my computer multiple times. I have also powered down the computer for an hour-and-a-half and am still unable to move my skills.
