Never get a team when queueing - it makes me run it solo while everyone else is teamed

I have one character who never gets a team when he queues for advanced CCA. He gets in and completes it just fine but it's always solo, no team.

I have no idea why. He doesn't even have an option for Team chat.

My other characters are fine.

I can't find a setting for this, if there even is one.

It's been over a day and nobody has any insight into what the cause might be?

To recap: I can join the queued instance just fine, but when I get there it doesn't put me on a team. I have to run the whole thing solo. The other people who join I assume get a team and I have access to Large Team chat but not regular Team chat. And it's only one character that has this problem.

Notice it says "Not on a team." after I tried using Team chat.

How the hell do I fix this? It's probably something simple.
