Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

But the regular torpedo is not target able (HY is target able). It's not a tricobalt torpedo as far as the game is concerned.
It lacks the Trico characteristics and is not boosted by TCD.
For the sake of the comparison, the Harpeng is not boosted by quantum consoles either.

It's boosted by the TCD console, yes. Tested it out a few months back. If you want to doublecheck, a green console is plenty cheap.
ETA: Weird little side note: the Temporal Disruption Device counts as chroniton for damage purposes, but as Tricobalt for proc purposes. E.g., the doff that gives a chance for a higher flight speed with Tricobalt torps also works with the TDD.
