Traits disappearing, device-related skills moving

Every few days I notice poor performance during a space battle and then discover that most of my trait slots have gone empty, across all the varieties (personal, starship, rep, active).
Also every few days, my device-related ground skills all move to other seemingly random places in the skill bar, usually in higher-numbered trays.
I haven't figured out what triggers either of these issues, and I can see from a forum search that it's been happening off and on for years. Does anyone know of any workarounds?
