Ship crew not always spawning

I've started a few different characters trying to get past the "rifle bug" and most times I've restarted, the ship hasn't had any crew walking around the hallways, and the other crewman practicing in the phaser range doesn't spawn either. Other times, there's a lot of crew walking around and the dude is there firing away (this is why some folks have reported that one of the targets isn't targetable - it's because this guy is supposed to spawn there firing at it).

It's a minor bug of course, but I thought it worth mentioning, and since I can't post a bug in game for some reason, I figured I'd do so here.
