Is this actually cryptic's call? Given it's part of the steam pack valve might have some level of say in this.
I wonder about that, too. I suspect the ship's exclusivity means that a T6 version would be Steam only, too.
Either
1) It might mean that Steam needs to give the greenlight for Cryptic to do it.
2) It might also mean that Cryptic is judging the cost of making a Tier 6 ship against the sales of the Steam pack and decided it was not worth it.
In either case, appealing to Steam could help - The exclusivity hints that Steam wanted the pack to draw STO players into becoming Steam users - they might be willing to make up the difference in case of 2 ,and 1 might imply they could still gain (or at least not lose) customers if they get Cryptic to make the ship.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

Most likely this.
The T5 steamrunner is on par with all other fleet T5 escorts and overall a good ship but it proably didn't sell well due it's steam exclusivity.
If it would have been put into the store back then it would have been a best seller.
Srsly, ever seen what it's T1 ship-universal console does?

Eh, it's a semi-decent power, and I usually have it slotted on my steamrunner since I have the slot. Not the best console ever, but a lot of the ship consoles like it are at least fun to play with.
