Contrary to the tooltip of EPS Manifold Efficiency, and the current behavior on Holodeck, Battery Expertise is not affecting the duration of the EPS Manifold Efficiency effect on Tribble.
Pretty sure that it was locked at 15 seconds duration as part of the Skill Revamp, because post-revamp the Starship Batteries Skill won't exist any more.
There is a Battery Expertise bonus skill which replaces Starship Batteries, and does all the same things EXCEPT increasing the duration of EPS Manifold Efficiency.
Also, the EPS Maniforld Efficiency tooltip says it is increased by battery skill.

Regarding the rest though, I suspect it's working as intended. The Batteries Expertise Unlock is brand new. It does affect batteries, but it doesn't technically grant skillpoints (e.g. XX points in YY skill) so it isn't a "skill" - it's an always-on buff (like accolades). It also isn't something you can invest any less or more points in - you either have it or you don't.

Yes, the tooltip is the Bug, not the behavior. The behavior is intended, which is sad because that leads to a nerf for the ability where all of my Engineers are concerned. The Holodeck Patch Notes specifically mentioned that it no longer scales and that we only get partial credit for the removed interaction (15 sec duration = 50 Skill, less than 3 pips or 3000 Skill Points).
Oh, and the other thing Battery Expertise doesn't affect anymore is the Red Matter Capacitor. The RMC tooltip still claims to apply the Trait, but when activated there is no additional power granted (other than the RMC itself) and no buff flag shows up. That one is more likely a behavior bug, though.
With each passing day I wonder if I stepped into an alternate reality. The Cubs win the world series. Donald Trump is President. Britain leaves the EU. STO gets a dedicated PvP season. Engineers are "out of control" in STO.

15 seconds is just enough to make it "permanent" via cycling 2x EPTX skills, which I assume is where they pulled the number from.
