Having multiple Maintenance Engineer Duty Officers is not stacking their 'Reduces Engineering Team recharge time' effects. Advanced Engineering Readiness Skill selected with the results of: 25 sec skip to 18 sec w/2 VR DOffs, 25 skip to 18 w/1 VR DOff, 25 sec no DOff.
Both show up in the tooltips for Eng Team, and Starship Hull Restoration does stack properly 50->70 with 2, 50->60 with 1, 50, stays 50 with none.
Only tested the Very Rare DOffs, as the char doesn't have any other variants. On Holodeck two VR Maintenance Engineer will push it to global cooldown (solid line from top).
Damage Control Engineers with chance to reduce Emergency Power cooldowns might also not be stacking, either that or I'm having very bad luck with the two Rare ones I use.
