Did item quality upgrade waste a trait?

I got a piece of my Aegis set (the shields, image here) upgraded from VR to UR, but the trait added by the upgrade is apparently a chance to add resistance to an incoming damage type. Given that this trait comes standard with the Aegis shields anyway, and that there's no numbers shown (it just says "Chance to increase"), I can't tell if this was a buggy trait addition or if the "Chance" was increased.

Set items like the Aegis have fixed upgrade modifiers rather than being randomly selected from the potential modifier pool (this is so you don't feel you have to acquire these set items multiple times to get better modifiers, you'll always get the same thing), and it looks like the Aegis Shield UR modifier is [C/R], which is a 50% strength capacity and regeneration upgrade compared to an individual [Cap] or [Reg] modifier.
