OFFICER EXCHANGE PROGRAM
A new program is being considered to allow Romulan Officers to fly some FED & ROM T5/T5U Ships or T6 Ships but only a limited subset from the FED or ROM Fleets. To gain the option one must be a subscriber or lifetime member or loose this ability if subscription is ceased.
These options will designate the ship in SYSTEM & SECTOR space as being flown by an OFFICER in the Officer Exchange Program in addition to other UNIQUE traits on the Starship.
RIKER was the first to participate in the PROGRAM aboard a Klingon Vessel as 1st Officer; but with a stronger alliance between the KDF & Romulan's now the program is being extended to include Command. This will allow officer's being permitted to command starships with crews in a few rare cases from alliance forces to improve & coordinate alliance training across allied factions or Races (FED, ROM & KDF).
- Active subscribers or LIFETIME members level 60 with title in space 'Officer Exchange Program' : LIFETIME or Subscriber in effect for ground.
- Ships from C-Store that are approved for Officer Exchange will have UNIQUE customizations not available to regular FED / KDF officers.
- To encourage take rates on less popular ships CRYPTIC also expands customization options for ships in Officer Exchange Program for their other toons in the same faction.
- Expanding Customization Options for T5U Caitian & Andorian Ships for FED; and options for Feresen & Aenar Ships for KDF / ROM that may also be in the programs.
- Ships considered will be *mostly* the less popular (selling options) in the C-Store / ZEN store (bottom 20%) to encourage sales but since each race has different benefits those less popular for ROM may be popular for FED & KDF or vice versa.
- The reason for the limitation is clear. While the races are allies they still protect it's most vital or popular ships & technology from falling into a possible chaotic aligned officer who slips through the cracks.
- The program will be available to ROM officers but also FED & KDF officers to fly ships from alternative races with similar limitations above.
- Note that non faction starships in Officer Exchange Program will be given UNIQUE starship MASTERY traits granted based on the primary alligance of the Captain who is participating in the officer exchange program.
I realize only T1-T4 ships from other factions are available to Romulan's. But they also have a smaller # of vessel's after the issues Sela caused. Perhaps the # or % of ships may be less for FED officers like 5 or 10% but all FED, ROM & KDF should have a few options available to them.

I'm completely ok with my Fed never flying an Aelahl, or my Romulan never flying a Vesta. And that's coming from a primarily Republic content player, and I'm willingly saying that yes I'll limit my end-game options in order to keep my end-game options unique. If there's any more cross-faction stuff put into the game, will there be any point in playing anything but one faction?
The fact that some don't read all the details or don't like it tell's me it's a GREAT idea. The fact that ships like the Scimitar is a very popular (top 80% of sellers) ship means this would not be included in the program for T5U. Also the options would possibly include AENAR/FERESEN ships for FED or ANDORIAN/CAITIAN for KDF/ROM.
Also it's a CANON program that hasn't been added to the game--so like it or not it need's to be EXPLORED for LIFETIMERS and would still give your Romulan toon access to a lot of Romulan ships FED or KDF could not access.
I read the details, and I still think it's silly. You aren't likely to find many Romulan faction players who are at all behind this idea. Skim through the forums here, and the general consensus among Romulan players is that the Federation and KDF - although mostly the Feddies - already impose on us enough and take more than enough of our once-unique stuff.
I'd expect the same opposition would be found from the KDF players, who want to distance themselves from the Feddies as much as possible these days.
Only place you're likely to find support is among the Starfleet players, who generally can't ever be satisfied anyways.
HONESTLY: The only person worth NOT talking to is you. You starts throwing names being a bully.
You can't even find a single reason to like an IDEA that is based on clear CANON--if you don't like CANON history don't complain to others. Were talking maybe 1 or 2 Romulan ships and one may even be an updated AENAR variants of Andorian; as Romulan's used Aenar race to drive an earlier wedge between the FED. So there is also clear clear CANON history AENAR working with Romulan's, and have much in common with Reman's in the Imperial Navy. In fact for all we know the Aenar may even helped Reman's build the simitar in an act of defiance against the REPUBLIC.
So even if it were 1 Aenar (Andorian variant T5U) & maybe 1 Romulan T6 ship with Unique customizations, as this would show it as an OFFICER EXCHANGE / ALLIANCE TRAINING vessel, it is NOT going to result in destroying any Romulan CORE advantage. Fed's already have battle cloak on Defiant & Galaxy X.
So other than hating the IDEA that tell's me it's a GREAT one. So me sorry you so grumpy.
Beyond the stupidity of this idea, like chipg7 said, not many WANT to fly fed/Klingon/Gorn/Andorian/etc ships we want more ROMULAN/REMAN ships to fly. If I want to fly a Sovereign I'll hop on my fed character.
But lets break it down point by point for you fucktard

7.)All this will do is to further dilute any point in creating anything other than a Federation character as they can now fly Klingon/Gorn/Romulan/etc ships as well. Damned poor idea from both a marketing and player perspective. Gives the developers even more reason to be lazy as hell with regards to KDF/RR content so they'll probably like that aspect, but again this TRIBBLE on the player base that wants to be something OTHER than a Fedrat.
8.)Starship traits have 0 to do with factions right now so you are asking, again, for the developers to go in and do a lot of extra work for minimal financial gain, fail. Beyond that, this would cause a massive backlash in the community as cries of "unfair", "imbalanced", "favoritism", etc would be thrown around. There is no solid reasoning for faction based mastery traits based on an "exchange" program.
Also I think you need to look up the concept of an exchange program.. These are generally SHORT TERM exchanges of personnel for training purposes. What you are suggesting is the PERMANENT acquisition of starships. This isn't an exchange program its an "I want it all" idea for greedy TRIBBLE.
Not to look a gift horse in the mouth, or get all tin-foil hat on you, but this smacks of "we're not making any Romulan science ships, so we'll just let Romulans buy Federation ones" somewhat

If we're going with canon, just remember that the Aenar we saw in Enterprise was abduted, tortured, brainwashed, and forced into the drone program against his will.
And the Republic only came around in 2409, only in STO. The Scimitar was introduced in ST:Nemesis, about 30 years prior. So the Scimitar wasn't built to fight the Republic - it was part of a Reman coup against the Imperial government of the time.
If you're going to start using the argument of it's canon so it must be this way in STO, at least get your facts straight.
True, but for the most part when posters speak of canon, they're sourcing it right - just with alternating points of view. But this is just flat-out a set of poor references to onscreen lore.
Either way, to the point of the post - no. Special exchange program variants or not, we all have plenty of non-faction / cross-faction options as it is. Cryptic originally had the idea of allowing access to allied factions' T5 ships when the Romulans were brought into the game, and it was shot down by the playerbase. As it is, the Romulans and KDF are more and more losing the elements that make their end-game gameplay unique. The only faction that would benefit from this type of program would be the Feds, given that they're always complaining that their already bloated roster of ships isn't enough.
If the Republic is to get more T5 or T6 ships, I'd want them to be our own ships, not the Feds' ships or KDF's. Thankfully, the Devs' approach so far seems to be on that track, as we're seeing a lot more parity between the factions when T6 ships are released - save for one-off Fed updates, like the Excelsior/Resolute.
