How do they do the voice effects for STO?

I've loved the voice effects for the Herald Harbingers and the Iconians ever since I first heard them, and now I'm trying to recreate the Harbingers voice/s with Voxal for the lulz. Does anybody know Specifically what effects are used? I'm getting some pretty good voice effects on my own, but none of them are quite "on the spot".
