One died on voyager in 2375 and STO is taking place somewhere around 2409 I think it is. So without time traveling and altering the time line, I don't see how it could be feasibly done.

The timeline is already altered, so maybe a Delta Recruit exclusive mission reward wouldn't be completely insane.

Well...we have mobile emitters on our holo boffs, and nanoprobes on our Borg boffs, so...the same way Voyager did it?
Why do we want a One BoFF? I do not see the appeal.
"He shall be my finest warrior, this generic man who was forced upon me.
Like a badass I shall make him look, and in the furnace of war I shall forge him.
he shall be of iron will and steely sinew.
In great armour I shall clad him and with the mightiest weapons he shall be armed.
He will be untouched by plague or disease; no sickness shall blight him.
He shall have such tactics, strategies and machines that no foe will best him in battle.
He is my answer to cryptic logic, he is the Defender of my Romulan Crew.
He is Tovan Khev... and he shall know no fear."
If this post is interpreted as supporting this idea, the interpreter is wrong. What would be next? How about that guy from that TNG episode when they went to that planet and found that stuff? Yeah, that was a good one...
My point? Way to many random characters from random episodes to not have people whining "Why didn't you make MY favorite character?!?" if Cryptic did this.
The only way it'll happen is if the actor comes and does VO work, and has a charity they want to raise money for. (Even then, only if Cryptic doesn't feel totally burned by that last experience.)

Considering the old male Borg BO is no longer available, I could support something like this, if not the actual "One" with the Doctor's mobile emitter in his head as a neural processor.
In fact, I'm not coming up with a good* reason why "liberated Borg" isn't just another category of officer at the vendor. I bet lots of people would like a full crew of Borg.
*"Exclusivity" =! "good." Not interested in arguments from the sort of person who derives satisfaction from denying other people access to something.

I have the female liberated Borg from one of the editions of the game, and the male Borg from the Assimilation mission back in the day. Lifers can have their character be a liberated Borg. That's more limited than I would prefer.

Actually you can still get the sci borg guy. It's still the same process really too. Start the mission, jump into the thing that kills you, then go to BGO.

Let the Kobali bring him back.

It's pretty much this hard to keep just one timeline intact. ♪
